Ontario is one of the most popular destinations for newcomers to Canada, and the Ontario Immigrant Nominee Program (OINP) also known as the Ontario PNP is one of the key pathways to achieve Canadian permanent residency.

What is the Ontario Immigrant Nominee Program (OINP)?
The OINP allows Ontario to nominate skilled individuals, students, and business owners who can help meet the province’s labour market needs.
If you receive a provincial nomination, you’ll gain an additional 600 CRS points under Express Entry almost guaranteeing an Invitation to Apply (ITA) for PR.
There are 9 main streams, divided into two categories:
- Base Streams: Apply directly to Ontario through an Expression of Interest (EOI).
- Enhanced Streams: Linked directly with the Express Entry system.
Base Streams (Apply Directly to Ontario)
1️⃣ Employer Job Offer Streams
If you have a job offer in Ontario, these are your main options:
- Foreign Worker Stream – For skilled workers with a valid job offer in Ontario.
- International Student Stream – For recent Canadian graduates with a job offer. (Bonus: no work experience required!)
- In-Demand Skills Stream – For essential occupations such as construction, manufacturing, or healthcare support.
All OINP invitations in 2025 so far have been under these Employer Job Offer streams.
2️⃣ Masters & PhD Graduate Streams
Perfect for graduates of eligible Ontario universities.
✅ No job offer required
✅ No work experience required
You just need:
- A degree completed within the last 2 years,
- CLB 7 in English or French,
- Proof of residence in Ontario while studying.
These streams are competitive spots fill up quickly when they open!
3️⃣ Entrepreneur Stream
For experienced business owners or investors who want to start or buy a business in Ontario.
Currently (as of November 2024), this stream is not accepting new applications.
Enhanced Streams (Linked to Express Entry)
If you already have an Express Entry profile, you can get nominated directly by Ontario.
1️⃣ Human Capital Priorities Stream
The most well-known stream. Ontario selects candidates from the Express Entry pool, focusing on occupations like IT, healthcare, and business.
2️⃣ French-Speaking Skilled Worker Stream
For bilingual applicants with at least CLB 7 in French and CLB 6 in English.
3️⃣ Skilled Trades Stream
For candidates with Ontario work experience in trades such as construction, manufacturing, and maintenance.
If Ontario likes your profile, they’ll send you a Notification of Interest (NOI). After nomination, you’ll receive 600 CRS points, almost guaranteeing your PR invitation.
How to Apply for OINP
- Submit an Expression of Interest (EOI) to Ontario.
- Wait for an Invitation to Apply (ITA) from the province.
- Submit your application for nomination.
- Once nominated, apply for PR through IRCC.
Tip: For Express Entry–linked streams, your EOI is replaced by your EE profile — Ontario can pick you directly from the pool.
