The Humanitarian and Compassionate (H&C) stream offers a discretionary pathway to permanent residence for individuals currently in Canada who do not qualify under other immigration programs but face exceptional hardship or unique circumstances. This is a deeply compassionate safety net under Section 25(1) of the Immigration and Refugee Protection Act (IRPA)—not a fallback, but a carefully considered, case-by-case exception.

How It Works
